When Cancun couldn't there was all sorts of speculation about how we might see a breakdown of global trade into a whole string of bilateral arrangements. These predictions seem to be being borne out: but not, it seems, as anyone foresaw. Lula, as Stephen notes, has been in India, and is talking almost eschatalogically about the future bilateral relations between India and Brazil: "India and Brazil can together build a strong force that can change the trade geography of the world," The new found confidence of the Brazilian president reflects a reality which is changing much more rapidly than anyone could have forseen even as recently as last September. We have often noted on this page the way the economic face of Latin America is being steadily change by the growing importance of China in the world economy. Now it is the turn of India to make it's presence felt. Among other things Brazil has signed a framework agreement with New Delhi on co-operation in outer space.:
